In my opinion, it would be quicker and safer to do an XP System Repair than trying to edit the registry like in Signman's post, especially since you have other problems. Directions here:

Benefits of Repair: data files and program files stay intact, and it is like a new copy of Windows. You may or may not have to reapply MS updates and activate.

Before you think about System Repair, have you tried System Restore?

Also Start > Run > sfc /scannow may be an option for you (that is a space after sfc). You would need your XP disk (it will ask for it). Scannow is is suppose to replace/fix protected Windows files, but, personally, I have never had much luck with it. The frustrating thing about is though it gives you a progress bar as it works, it never reports that it found any errors or if it was able to fix them  But it is worth a try, IMO.

Yeah I already tried that- I have chosen several different dates to restore to- and they all say your computer can't be restored to this date, no changes have been made to your computer- try a different date- which I have and says the same thing- I noticed these problems after trying to install a hewlet packard printer- might have had something to do with it- might not??

Missing the add/remove programs could be a sign of a virus or malware. It would hide the programs so it can't be removed. I would run a couple online virus scans to be sure it's clean. Be sure to turn off system restore first.

Then run the pitstop spyware scan.
